Background: The Palm Jumeirah is an artificial archipelago in Dubai, in the
United Arab Emirates, created using land reclamation by Nakheel which extends
into the Persian Gulf. It is part of a larger series of developments called the Palm
Islands, including Palm Jebel Ali and Palm Deira, which, when completed, will
together increase Dubai’s shoreline by a total of 320 mi. The design of the Palm
Jumeirah started in 2001 and construction has since been completed. Two other
islands, the Palm Jebel Ali and the Palm Deira are still under development and are
on hold indefinitely completion date.
Pay attention: Since all islands will follow the same plans and consistencies
as Palm Jumeirah, we will use the case of Palm Jumeirah to evaluate the socialeconomic impacts in Dubai.
Logic model: Evaluation questions:
Does the Palm Jumeirah improve the socio-economic performance in Dubai?
1) Does the project been beneficial to the immediate society?
2) Does the project meet all the objectives it was developed to accomplish?
3) Does the Palm Jumeirah increase local welfare?
Evaluation design:
One Group Pretest Posttest Design/There is no provision for a control group
in the case of specific area
Indicators and measurements:
1) Establishment of the number of people benefiting from the project;
2) The amount of revenue that the island generates to the government of Dubai;
3) The number of tourists attracted who tours the uniquely designed island;
4) The number of apartments that have been set up on the island which are
privately owned by various individuals. Similarly, the number of hotels and resorts
that have been established after the project was partially completed, particurlaty in
Palm Jumeirah Island;
5) and etc.

DUBAI PALM ISLAND EVALUATION
Dubai Palm Island Evaluation
Background and overview
At the start of the new millennium, the prime minister of the United Arab Emirates was
concerned that without oil, the regions’ economy would be unsustainable. Sheikh Mohammed,
who also serves as the Emir of Dubai, focused on turning the region to be an international
tourism hub that would help to sustain the United Arab Emirates economy if oil wells run dry.
However, the desert-like environment, as well as hundreds of miles of the beach, made it hard to
implement such an idea (Vyas, 2017). With the assistance of dedicated advisors and investors,
the Sheikh of Dubai came up with the idea of developing the world’s artificial island and
designing them attractively to bolster the tourism industry. The choice of developing artificial
island was informed by the need to reduce pressure on the cities that were already overcrowded.
Prepared with enough funding, the project began in 2001 with Nakheel, a conglomerate
operating locally, dredged at least 3 billion cubic feet of sand. With the help of GPS assistants,
the company piled the sand to form 17 fronded palm trees. To protect the new island from storms
and ocean waves, at least 7 million tons of mountain rock were piled around the island to form a
breakwater seven miles long that is crescent-shaped. The project was undertaken in phases. The
first phase was completed in 2006 (El Amrousi et al, 2019). Other phases were completed within
a decade since the project start date. True to Emir’s vision, Dubai Palm Island has significantly
influenced tourism in the region, allowing for economic diversification.
Evaluation of design
The Dubai Palm Island was designed to take up the shape of a palm tree. The need for a
unique product is what motivated the Emir to approve of such a design. Design implementation
started with ship dredging sand and piling it up to form the desired shapes in a process called

rain-bowing. The rain-bowing process began in 2001 through to 2003, where it was completed
four months ahead of schedule. At the same time, the rocks were being piled around the created
pam, which had 17 fronds to form a barrier that would prevent the artificial from breaking ocean
waves or storms. The shape of the palm was maintained through the use of global positioning
systems. Sand dredging and rock piling were the primary activities that paved the ground for the
implementation of other processes such as roads, mono-rail system, and buildings (Nassar et al,
2012). The buildings were for settlement and offer to the house of support services, including
malls, hotels, and banks, among others.
Evaluation questions
The following are the evaluation questions for Dubai Palm Island.
1. Was the project implemented according to the set standards?
2. What impacts have been encountered from the project implementation?
3. Has the project met all the objectives it was developed to accomplish?
4. Are there opportunities that can be used to improve the project?
5. What are the best practices in the project that can help to sustain it?
Evaluation indicators
Based on the developed evaluation questions, Dubai Palm Island has several indicators.
These include the quality of the development, the number of tourists attracted, and the impact on
the environment associated with the project (Al Darmaki, 2008). These indicators help to show
attained goals concerning the ones set.
Data collection methods
It is necessary to monitor the impact of the Dubai palm island. Some of the methods that
will be used to gather data to ascertain project impacts include assessments.
4

They are as listed below;
1. Observations.
2. Interviews
3. Focus groups
4. Case studies
5. Document analysis
6. Surveys
Data analysis plan
The data analysis plan will be used to show the strategy adopted to organize the data
obtained. It will also show the processes adopted to facilitate the adoption of the desired goals.
Items for consideration in budgeting
1. The items for consideration in budgeting include;
2. The duration of the project
3. The engaged personnel/ employees.
4. Legal fees for lawsuits against the project.
5. Cost for construction materials
6. The costs incurred to hire used technology.
