It explains that the Kyoto Protocol failed by deviating away from some of the most important environmental legal principles that helped the Montreal Protocol to foster the international spirit of cooperation towards a positive and desired climate change. The writers propose that since the Kyoto Protocol is set to expire this year (2012) the factors that made the Montreal Protocol a success should be incorporated in the next protocol on climate change.
