The top leadership of every organization has the critical mandate of defining the strategic
direction that the organization should take in handling its operations. There are five steps of
strategic planning that an organization should follow in setting its strategic direction.
Strategic Analysis for an organization is critical in setting a strategic direction as it
enhances the formulation of a strategic plan for the organization. The strategic analysis enables
the organization to make strategic decisions, therefore, ensuring the smooth flow of operations in
the organization. Carrying out a strategic analysis helps an organization to analyze its internal
and external environments and thus get to know how the two situations can limit or enhance the
organization’s performance (Kloppenborg, 2019). The strategic analysis is commonly referred to
as a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis. The strategic analysis
can define a proper and strategic direction for an organization if performed correctly.
Guiding Principles: Vision and Mission
After carrying out a strategic analysis through the SWOT formula, an organization should
lay out its guiding principles that are the Vision and Mission of the Organization. An
organization could add more separate statements in the guiding principles. The reports could
include values and purposes. The different statements could be included in the mission of the
organization or worded separately as stand-alone statements under the Mission segment of the
guiding principles.
An Organization’s Vision statement should be designed to communicate the purpose of
the Organization as clearly as possible. The Vision Statement is stated in the present tense but
should describe what the Organization aspires to be in the future. A Vision should be as guiding
ORGANIZING HR PROJECTS
2
as possible as well as aspiring. It is crucial that an organization crafts a clear and compelling
vision that would help all the members of staff working in the organization and other
stakeholders to clearly understand it and work towards achieving it.
After the forming of an organization’s Vision Statement, a Mission Statement
constructed. It includes such aspects as the organization’s primary business, core values, core
purpose, the organization’s culture, beliefs, and its targeted customers. These sections of the
Mission statement are either separate statements, combined as a single statement.
Strategic Objectives
After setting the defining an Organization’s Vision and Mission, the next and most
crucial step is to come up with strategic objectives that would help in realizing the Mission and
Vision of the Organization. The Strategic Objectives are the short and long-term goals that an
organization seeks to achieve in its operations through more specific plans and projects. Most
organizations come up with annual strategic objectives, while others may review their strategic
objectives in 3-month or 6-month intervals. Strategic objectives should be practical to help the
organization to achieve its goals. Realistic strategic objectives are SMART, that is, Specific,
Measurable, Achievable, Results-based, and Time-specific.
Flow-Down Objectives
In most large-scale organizations, different levels of the organization may come up with
their objectives (Burke, 2013). Communicating goals from one level to another has to are
devised when different levels exist. Flow-down is the method of teaching the purposes from
higher levels to lower levels in the organization. The flow-down shows that each level of the
organization came up with its objectives. The objectives have to be signed off by the leader of
ORGANIZING HR PROJECTS

the next higher level in the organization. The signing off of targets at the ensures the alignment
of goals of the various levels of the organization. The purpose of having flow-down objectives in
an organization is to come up with a clear and specific roadmap throughout the organization and
to help the members of staff to set personal goals at the individual level.
Portfolio Alignment
Organizations that ensure that their organizational goals are carefully aligned with their
strategic projects tend to be more successful compared to those that do not align their corporate
goals with their strategic plans (Kloppenborg, 2019). According to Meredith, Mantel, and
Shafer, Portfolio management ensures that an organization’s strategic projects are appropriately
aligned with its organizational goals, an aspect that helps to ensure that the organization achieves
maximum benefits towards the strategic objectives that it sets.
The Five Steps of Strategic planning that is Strategic Analysis, Guiding Principles,
Strategic Objectives, Flow-down Objectives, and Portfolio alignment, are crucial in chartering
the strategic direction of any particular organization (Burke, 2013). The five steps of strategic
planning, if well formulated and implemented, can steer the organization from one level to
another by ensuring that the organization achieves its goals. To ensure that the project’s goals
are achievable, the five steps must be followed carefully by all members of the team.
Vision and Mission Statement for the Project
The Project for this paper is to provide telecommunications services at a subsidized price.
Vision Statement: To capitalize on our team’s ability to deliver innovative services and
connectivity, to improve the quality of livelihood of mobile phone service users and also to
improve the quality of life for our customers.
ORGANIZING HR PROJECTS
4
Mission Statement: The team’s mission is to build and improve communities and to
positively transform lives through initializing investments that align with sustainable
development goals.
A project charter is a roadmap for the project. Kloppenborg (2019) states that a project
charter is a short document, usually not more than three pages in size, and acts as an unofficial
contract between the sponsor of the project and the project team (p.62). The sponsor of the
project can be the management of the larger organization or external stakeholder. A project
charter enables the project team to go ahead with planning and, consequently, to actualize the
project.
Measuring the success of a project depends on the project charter. The most crucial role
of a project charter is to ensure a clear understanding of the requirements and needs of the
project sponsor and organization. The project charter provides critical information that paves the
way for the initialization of the project.
Charter Elements
There are various elements in a project charter. The Scope Overview element shows what
the project is all about. The Business case element of the permit explains why the project is
necessary (Meredith, Mantel, & Shafer, 2017). The Background element describes why the
project had to be done. The milestone schedule element explains when the project will
commence and when it will be completed. Success criteria tell what the project sponsor will look
at to determine its success. Risks, assumptions, and constraints element explains points of
concern that the project team should know. The resources element describes how much money is

allocated to run the project. The Stakeholder element shows who the interested parties on the
project are. The team operating principles element shows how the project team will conduct
itself while carrying out the project. The Signatures and commitment element show who the
involved parties in the plans are and their commitment to the project.
Some of the Charter elements that are most important in a Charter are Scope Overview,
Resources and Signatures, and Commitment. The Scope Overview explains what the project is
about and touches on most aspects of the project. With a Scope Overview, it is easy to get a
glimpse of most details about the project, which is why the Scope Overview in the Project
Charter is one of the essential elements.
The resources element in the charter explains the resources that are put at the disposal of
the team to enable it to steer forward the project. The resources element in a project charter is
important as it shows how much the sponsor is injecting into the project. Resources are the
enablers of any project, without which a project cannot commence or make any meaningful
progress.
The Signatures and Commitment element of the charter signifies who the sponsor of the
project is and brings on board other players who may have a stake in the project. The Signatures
and Commitment element somewhat binds the sponsor and the team leader to the project,
thereby making the charter to double as a contract between the project team and the project
sponsor.
Statement of Emphasis
As members of the project team, you must study the project charter to familiarize
yourself with the scope of the project and to make sure that you fully understand the project. It

would help if you also analyzed the risks, assumptions, and constraints element stipulated in the
charter to ensure that you are fully aware of the risks and restrictions involved in the project. It is
also vital that you, as members of the project team, study the Signatures and commitment
element of the charter to make sure that you commit yourselves to the operations and success of
the project.

approach. John Wiley & Sons.
Types of Project Manager Powers
In most organizations, most individuals look and wonder which type of power the project
manager applies to achieve success. According to Muller and Turner (2017), project managers
have different responsibilities; hence, they must use different types of powers (p. 19, 23).
Sometimes the project managers perform a project that requires an expert in a particular field. In
this, he or she uses the expert power. In other instances, he might have the ability to give or
deny the resources required for the specific project. Thus, he uses reward power. It means that
different types of powers perform various functions, and project managers use them differently
in one situation or the other (Muller and Turner, 2017, p. 22).
Considering the current project, the use of expert and informative power will be relevant
in one way or another. The configuration management project needs individuals with superior
skills and knowledge. A project manager needs to use expert power to keep experts’ status and
influence (Muller and Turner, 2017, p. 22). In this case, the expert in the configuration
management project needs to proceed with learning and to improve in their different processes.
It is because the project involves engineering processes of establishing and maintaining the
product performance in the organization. It requires physical attributes and the use of
operational information throughout its lifespan. The other form of power is informational power;
in this, the project manager must have all the information for a specific project. Thus, he or she
provides the information to the team following the needs of the project. For example, some
processes in the configuration management are hard to handle; hence the team requires some
information from the project managers so that they can handle the processes correctly.
Possible Outcomes
Leading and Managing the HR Project
2
It requires much hard work to manage projects. Most project managers face a lot of
challenges when handling different types of projects. The first challenge is poorly defining the
goals and objectives. For example, in a project relating to configuration management, the team
and the project manager needs to know their goals and objectives so that the group works to meet
the goals. When goals and objectives are poorly defined, it pushes the designed project to
greater danger. To define the goals becomes a significant challenge for the team because, in this
situation, they might not know what exactly to expect to the project. The project manager starts
the project with clear objectives and a prepared plan to solve the problem (Kloppenborg, 2019).
The process helps to define and set a goal that helps to achieve the main goal of the project.
Miscommunication that causes conflicts is another possible issue that results from
managing projects. Due to miscommunication, it leads to unfinished tasks and projects fail to
meet the required deadline. It means that with this issue, the project manager does not present
projects successfully. Project managers need to realize that effective communication is essential
in every project (Alotaibi & Mafimisebi, 2016, p. 94-6). According to a report by PwC (2014),
“57% of projects fail due “communication breakdown” (p. 12), usually emanating from
managers who cannot communicate effectively. Therefore, the project manager has to have
excellent communication skills and flows with his project members to overcome and solve any
issues that might emerge as a result of ineffective communication. In the project, different
software like collaboration software plays an essential role in the development project. It aids the
project manager to communicate effectively about the project. Based on the current project, the
project manager uses the collaboration software to avoid miscommunication with team members,
which, by extension, helps to solve issues identified.
Leading and Managing the HR Project
3
Risk management is another issue that most project managers have to deal with because it
helps in preparing for the unforeseen eventualities. It means that the project managers should
have the ability to forecast or oversee risks that might happen in the project at any identified
time. Based on the current project, there exists strategic planning that was created by the project
manager geared towards preventing project failure and solving the issue. Sometimes it is not
possible to predict risks, but having a strategic plan helps the project managers to know which
part of the project is likely to fail; thus, solutions are formulated.
The challenges of teamwork are another set of issues that project management might
encounter in a given project. It happens that when the team fails to cooperate with the project
manager, which leads to project failure. Collaboration is vital to foster teamwork. In case of any
disagreements, the project manager plays the role of being a good leader hence solving the
problem to eliminate team differentiation. The best way to deal away with the issues is for the
project manager to make the change so that he can create a positive work environment. It is also
good to build trust in the workplace to establish interpersonal relationships.
Increased Challenges
When leading a virtual team, the project manager requires to pay more attention to some
aspects so that to avoid challenges. It requires the project manager to establish clear goals,
clearly communicating with the team, and having strategic planning. The first challenge the
project manager might encounter is communication problems. Working with a virtual team
requires most interactions that occur through emails, calls. Sometimes it is a challenge to project
managers to have the free flow of accurate information. Building an influential communication
culture means hiring the right individuals. Moreover, it is good for the project manager to
formulate ways and means which are easier to communicate with his team. For example, if an
Leading and Managing the HR Project
4
individual works remotely full time, both can decide the essential way to communicate either by
writing or on the calls.
The members might be working in distracting environments. Most project managers face
the challenge as they feel their team members get distracted and the project does not go as
expected. To solve the problem, project managers have to set standards and guidelines for each
of their employees and other stakeholders. The project manager focuses on meeting the
employee and discussing with them the crucial issues to make the project work though in remote
areas. Moreover, project managers face low productivity from team members because
employees work outside the traditional office. Some team members risk not achieving the set
goal because of a lack of boundaries (Binder, 2016, p. 173-74). The project manager should
implement strategies to ensure accountability to solve the issue.
Additionally, it is good for them to form supportive structures. It means that the project
manager should choose his team wisely. He should also eliminate poor performers. Overcoming
the challenges created by dealing with virtual teams leads to high performance in projects.
Communication Management
The communication management plan helps in ensuring proper task management across
the finish line. The communication plan helps the team to have clear expectations of the project,
provides opportunities for feedback to be shared, and helps to set clear expectations. The
following is an overall plan for communication management during the project.
1. Structure
(a) The size of the project
Leading and Managing the HR Project
5
According to Marchewka (2016), “the project will be sizable and shall be dealing with
configuration management software” (p. 107). In this, the team needs to have software
configuration control, accounting, auditing, and software release management.
(b) The nature of work being done
The teamwork involves engineering activities so that to make the software.
(c) Types of communication in the project
As a project manager communicating with team members is essential. Thus, emails, one
on one meetings, collaboration apps, and surveys will be incorporated.
2. Purpose
In this, a primary agenda for topics covered in every section of the meeting will be
outlined. The purpose is to ensure that every communication makes to the group have a reason.
It is wrong to disturb the team with emails and doing meetings unnecessarily because it distracts
their working zeal.
3. The communication method
During the project, the discussion board from team members to get different views from
the team will be utilized. Moreover, getting in touch with emails, calls, connective app is
essential. Organizing frequent meetings is necessary so that to know how the work progress.
4. Timing
In this, emails will be used to review the project status. Daily meetings will be essential
to discuss what each member did yesterday, what they will do today. At milestones, meetings
will be held where the team will present project deliverables and discuss the next steps. The next
meeting will be held at the end of the project to assess the work and deliver it to the client.
