You need to determine the factors are in the environment {SWOT} that would lead you to conclude that there are growth opportunities. Once you determine where in the community there are growth opportunities, such as, increase in children, elderly…you then can set goals to attract those parts of the population. For example, a hospital may prescribe a process for hand washing procedures to eliminate or minimize infections. In order to assess whether the process is successful or needs improvement you measure infection rates, an outcome measure.
