What problem was observed?
Fellwock revealed the NSA for the first time to
many people, and revealed the existence of
ECHELON – name given to the super
intelligence (SIGNT) network of operated by the
five nations of the UKUSA Security Agreement
(Australia, Canada, New Zealand, UK, USA). He
showed that the existence of the network was to
intercept private and commercial
communications from the Soviet Union and the
rest of the Eastern Bloc in the early days of the
cold war through the 1960s.
Further revealed the capabilities of the
technology that the U.S. government could “at
any time could be turned around on the American
people and no American would have any privacy
left” and America could be turned into an
absolute tyranny.

What would I have done:
– I cannot say that I would have went about it the same as what Perry Fellwock did. I come
this conclusion in retrospect of the following facts:
o By the early 1970’s, Fellwock had given his life over to the anti-war movement
toward Vietnam
o Fellwock was a part of a movement that had traces of “anti-Americanism” that
wanted to disrupt the American society
o “” Fellwock’s own view of the world at the time was simplistic: Capitalism was the
ultimate evil, and the sole explanation for why the U.S. kept doing evil things””

I did not live through the Cold War, Vietnam, Kent State shooting, and multiple other incidents
that caused a hatred toward the government for many people. Since I did not live these
incidents, I do not have the same views.

Since I would not be of the same views that Fellwock had, it would be harder for me to go
against my country and point out its wrongs.

Trying to be fully honest, I would like to hope that I would have done what Fellwock did, but I
don’t know that I would have had the fervor and revenge-like attitude that he did, so I may not
have come out in the same manor or with the same amount of information

Background:
• Perry Fellwock become an analyst for the National Security Agency
(NSA) at the age of 21
• During the 1960’s, he was personally stationed in Istanbul, Turkey
and monitored Soviet air and ground communications
• Left the NSA in 1968 to go to Vietnam, where he was in the Air
Force and intercepted signals to fix Vietcong troop coordinates
• In 1971, he revealed the existence of the NSA, a covert
governmental security network, in an interview under the pseudo
name Winslow Peck
• He disclosed the existence of ECHELON, a network of
communication interception used to monitor military and diplomatic
communications of the Soviet Union in the 1960s

Addressing the problem:
Had nothing happened:
• To get the message out, Fellwock did an interview with
a Ramparts magazine and got his story published
nationwide for all U.S. citizens to read. The amount of
publicity it got was more than could have been
imagined.
• The NSA and CIA turned out to be heavily
involved in Vietnam and partly in Korea. They
were clearly drivers in the wars on Communism.
Had they not been revealed, more proxy wars in
the name of destroying Communism may have
taken place.
•
He went on to help call out names of NSA agents
through Counter-Spy, an organization created by some
colleagues of Fellwock, in 1975.
• The CIA and NSA were beginning to spy on
Americans and do testing on them, for example
MK Ultra in the 60’s where operatives dosed
people with LSD and monitored them. This
surely would have multiplied.
What were the risks of making information about
the problem public?
Consequences for Fellwock:
• Fellwock knew breaking his oath of secrecy would put
him on a collision course with the government. He faced
multiple lawsuits and false accusation claims
•
Fellwock had to hide and keep silent for over 30 years,
from which he is still paranoid. He had attorneys that
hid him from interviews.
• Although there is no confirmation of it, Fellwock does
not deny having a family and children that he disbanded
from after the incident

Fellwock faced the real possibility of torture/death.
Many governmental whistleblowers have “disappeared“
over the years.

What would I have done?
I cannot say that I would have went about it the same as what Perry Fellwock did. I come this conclusion in retrospect of the
following facts:

I did not live through the Cold War, Vietnam, the Kent State shooting, racial riots, and multiple other incidents that caused a
hatred toward the government for many people in the 1960’s. Since I did not live these incidents, I don’t have the same views as
a Perry Fellwock might have had. Since I am not of the same views that he had, it would be harder for me to go against my
country and point out its wrongs in the way that he did. I would like to hope that I would have done what Fellwock did, even
knowing the repercussions, but I don’t know that I would have had the fervor and vengeful attitude that he did, so I may not
have came out in the same manor or with the same amount of information.
