Notes about the Budget (Revenues and Expenditure) of the State of Hawaii
Introduction
The analysis of the factors that may have an impact on the budgetary approach used in a
nation plays an important role in ensuring that the decision made is able to meet the expectations
in any nation. The above is based on the fact that different factors may negatively influence the
expenditure in the involved nation, thus allowing for the reduction of negative performance.
When planning for the expenditure in any nation, there are several considerations that a nation
needs to make in order to ensure that the rate at which a nation spends may not exceed the
capability of the involved nation. In addition to this, the assessment assists in ensuring that the
nation can come up with measures that may assist in ensuring that the decisions made may not
have a negative influence on the performance.
Sources of financial support in any nation need more consideration in order to ensure
that there is an overall improvement in the appreciation that the members of the nation may have
towards the overall usage. In addition to this, when developing the means that may assist in the
improvement of the financial power in any nation, the evaluation of the possible effect associated
with the low source of financial stability is necessary. As a result of this, most nations are able to
gain more financial power that may lead to an overall improvement in its overall usage. In the
presented case, the Budget is necessary for allowing one in ensuring that the nation can come up
with an appropriate decision that may lead to an improvement in the precision that the nation has
towards the overall rate of spending.

The Budget of the State of Hawaii is elaborated and submitted to the Legislature every six
years under the Planning, Programming and Budgeting System (PPBS) since 1970. It consists of
two corps: a principal Budget and a complementary Budget.
Before continuing to Analyze the Budgeting of the State of Hawaii, let’s take a moment
to look at the PPBS. This analysis will lead to the management of the possible negative working
experience of the people in this region. There are several points that one can gain as a result of
the assessment of the budgeting approach that was put in place as well as the benefits that may
be aligned with the decision that is made. The transport system in the nation stated above is one
of the concerns that the associated leaders need to emphasize more. This assessment of the
transport system will assist in ensuring that there is the application of measures that may lead
towards the improvement of the areas that may lead towards the overall increase in the financial
gains in the nation.
The PPBS or Programming and Budgeting System was first used in 1965 in local and state
governments. It is based on expenditures which are seen as programs of work, characters and
objects. this type of Budget falls mainly between an object budget, traditional as well as the
performance budget and has gained interest in recent years due to its multi-year projections and
improvements in measurements and its outputs, and the qualified and analytical personnel involved
in its development. (Harry, 1971).
In the state of Hawaii Budget (2012 – 2016), the total expenditures were calculated taking
in count this General topic: include the major means of transport in the nation, comprehensive
healthcare delivery system, the cultural as well as recreation sector and the higher education. Other
areas include economic development, natural resources development, as well as the housing sector.
In the other hand, in the same Budget the total revenues that produced incomes where classified in
4
these areas: vehicle surcharge, Franchise and other taxes; and Non-taxes, Interest and investment.
According to the Hawaii State Department (2016), there are other sources of financial support for
the nation that leads towards the effective stability in the financial income in the nation. Through
the improved assessment of the possible effects that may come from the different decisions that
the nation may make, the chances of failure concerning this issue are well managed.
The creation of stability in the rate at which the nation spends as well as the income in the
nation plays an important role in ensuring that there is an overall reduction in the potential
challenges that are likely to affect the nation. In relation to the presented case, there are several
areas that are responsible for the increased revenue that the nation obtains. The assessment of the
effects that may be associated with the decision that the nation may make is one of the factors
that may lead to the effective management of the general rate at which the nation spends. The
analysis of the possible effects linked with the negative usage rates in the nation may assist in the
reduction of the rate at which the nation may engage in a rate of usage that may affect the
stability involved in the spending rate.
The fiscal health of Cities depends on the balance of Revenues and Expenditures, and it
may be contemplated in the Budget Plan. (Chernick H., and Reschovsky A., Jan 2013, p. 11)
The U.S. population is one of the relatively stable population that comprises of a workforce that
may lead towards the effective improvement of the overall improvement in the operations that
are needed in the nation. Analyzing the major topics within the nation may greatly assist in
ensuring that the major issues that may affect the rate at which the nation may be able to attain
the financial stability is an imperative approach that may assist in ensuring that the rate of
5
income is well distributed within the nation. Through the families, the nation is able to arrive at
the financial position. Improving the living condition in the nation is a major approach that may
lead towards the effective management of the financial needs in the nation and in that case, the
families are able to create ways that may lead towards the overall reduction of the high rate of
poverty in the nation.
Looking at the U.S. Census, the Quick Facts for Hawaii (U.S. Census, July 2019, para. 1)
the population estimated was 1,415,872 people. The topics this Census explored were:
Geography, Businesses, Income & Poverty, Transportation, Economy, Health, Education,
Computer and Internet Use, Families & Living Arrangements, Housing, Population
Characteristics, Population Characteristics, Race and Hispanic Origin, Age and Sex, Populations.
All of these topics influence directly or non-directly in the Budget of the state. Brief Analysis of
the Relation Between topics in the Quick Facts of the Census We selected the Mean or average
“Travel Time to Work” on the topic Transportation, which refers to the total number of minutes
it usually took a person to get from home to work during the week to be explored by the Census.
This is the Formula for the Mean travel time to work
Avg T = Tm / Tw
Mean is equal to the total time used (in minutes) divided by the overall number of the
involved participants who are beyond 16 years and failed to work from home. From the Census
we can see that the mean travel time to work is rounded to nearest 27.4 minutes, with a sample of
3.5 million housing units in one year.
Conclusion

The assessment of the factors that may influence the financial stability in a nation plays an
important role in the development of approaches that may lead towards the effective creation of
methods that may solve the financial issues facing any community. in most cases, the analysis of
the rate at which the nation spends as well as the possible means that can lead towards the
reduction of the factors that may affect the spending rate.
When considering the factors that may lead towards the effective development in any
nation, the ability to focus on the areas that are likely to bring up more revenue is one of the most
appropriate means that may assist in the creation of more chances that may assist in the
improvement of the stability in any nation. In the presented case, the fact that the nation focuses
on the transport sector is likely to bring about more increased opportunities towards overall
growth in the nation and at the same time increase the overall financial stability in the affected
region. Focusing on the means that may improve the overall balance between the rate at which
the nation gains more income and the rate at which the collected amount is used in any
community is necessary to ensure that the possible issues are well managed.
The above-presented results meaning that every topic on the Census affects an important
part of the total population. From this fact, we can infer based on this data collected by the Census,
that the Budget of the state of Hawaii is influenced by the Census topics and how they are affected
by the entire population. More about in the Budget, the expenditures are affected by highways
which are related to transportation. In the other hand, the revenues are affected by transportation
too in the field of incomes of liquid fuel.
