have been tasked with analyzing a plan for how best to reduce poverty in the region. The plan,
written by your counterpart in the Treasury Department, calls for the formation of a hemispheric
free trade area that includes all the countries of North and South America (excluding Cuba, of
course). The White House wants you to evaluate the likelihood that a free trade area would
reduce poverty in Latin America. The administration would also like your insights as to whether
Latin American elites and citizens would support such a plan, knowing how the two groups may
have divergent interests.
